What determines how often weather/location is updated?

What exactly is the rule set for when Sense decides it's time to update the weather information on the watch?  I really want to know, because I'm VERY tired of having the weather always be either "last synced 2 days ago"  or having to manually sync/reboot my watch to get current weather?

I'm not sure, but have noticed, when swiping up and seeing this message. I tap on the weather. It opens the weather app and requests an update. In <5 seconds weather has been updated.
