What is the Music controls & on-wrist calls watch setting for?

In the watch Settings, Vibration & audio, there is a Music controls & on-wrist calls toggle.

 

What does this do and how does it work?  It seems undocumented, so must have come with a firmware update at some point.

 

With it set off Music Controls still seems to work and Calls still come through.

 

It can be quite hard to get it set on. Is it necessary to be on?

 

Could it be causing issues that some people are having with setting up Sense Controls and getting On-wrist calls working correctly and getting Music Controls to work properly ?
