Although your Fitbit will track that you're asleep when you haven't moved for an hour, it is designed to require 3 hours of sleep to determine your sleep stages, which is about 2 sleep cycles.
Based on some quick research I did, sleep cycles average about 90 minutes each. "The first sleep cycle is often the shortest, ranging from 70 to 100 minutes, while later cycles tend to fall between 90 and 120 minutes. In addition, the composition of each cycle – how much time is spent in each sleep stage – changes as the night goes along. (Stages of Sleep)"
