1st use and can not charge ans start using my surge

I have a surge, never used, just took out from the box. wanted to start fun but I can not charge my battery, when I link it via original cable into my laptop nothing happens, only "bip" but nothing happens, after 1h it is still empty. there is no option that something is dirty as I just took it out from the box, never opened before.... I can not restart as on my screen I see only "configuration" in different languages, when I want to link it with my iphone the message is to recharge first as the battery is too low ... I feel I'm stuck. thanks for advice Anna

I would take it back to where ever you got it and exchange it
