Polar and Garman Devices.
I currently have the Fitbit Surge which I use to track my routes and speed on Bike Rides. The problem is when I come to a Stoplight the Surge averages in the time when I am stopped so my average speed is artificially slow.
What I do is to Stop the Surges Timer, then restart it when the light turns green. However sometimes I ride a mile or two before I realize I did not hit the button.
What I am looking for is a device that would Turn its timer OFF and ON automatically say when speed drops below 2mph.
Also having a map that displays in IE would be nice too

Polar and Garmin the ones I have had you have to do the same thing.

I'm not sure why the time at the stop light should not be averaged in?
