Brand new Fitbit Surge will pair with my Windows 10 PC or Windows phone. It does see it using bluetooth and nothing happens when I use the tracker dongle on my PC. The fitbit does switch on as I have charged it with the USB cable. Oh and I have tried the above with and without the cable plugged in. I have also uninstalled the software and tried again with no luck.
Don't use the windows 10 app on your pc. Go to set up but download the fitbit connect software for pc not windows 10. I had the same problem a couple years ago trying to sync my surge with windows 10 andthen only way I got it to work was with fitbit connect for pc. Good luck!
