Will they be able to sync it to their account? I haven't been able to find a way to factory reset the surge so it will attempt to repair itself to an account.

The new Surge user will be able to set up your tracker to their account as a new device, or as a replacement device if they had a Fitbit account already. Your data will remain in your account if you want to add a new tracker in the future.

Thanks for joining us @Cowlover. There is actually no option to manually reset a Fitbit tracker. I would recommend setting up the tracker to the new account by following the above instructions and it will automatically reset its data at midnight. You will be able to start using the tracker as new. If you want to delete an account to start from zero, please contact Customer Support.
