Hourly Goal not taking the steps of the last minutes!

I have noticed on more that one occasion that when trying to meet my hourly goal, if I try to get steps in just before the top of the hour they are counted towards the next hour instead. Has anyone else noticed this issue?

Try a restart. Do it at least 3 times.
