I manually entered the run mileage and my steps increased however, my 7 day steps total in my Friends section didn't update. Can I update the 7 day step total?

Nope. 

 

Fitbit seems to think that if you can't prove your steps but you did work out, you're allowed to log it and at worst fool yourself, but your friends only see verified info.
