Most features aren't working on new Surge

I just got a new Fitbit Surge and wore it for the first time earlier this week and it tracked everything perfectly.  Now, for the last several days, it is still tracking total steps, but it doesn't record it by hour (so it's not showing the 250 step achievement), it's not tracking sleep, it's not recording heart rate, etc.  Any ideas about what the issue could be?

Try a restart. Do it at least 3 times.

As for the 250 steps that is only avavilable on the Phone app for the surge or the computer dashboard. It will not buzz you to notify you. That part is only on the Alta.
