My Fitbit is fully charged and still loses time throughout the day.

That's odd! Thanks for confirming that your Surge is fully charge. But trackers usually loses time when they are not syncing or when time zone is incorrect. When was the last time it synced?  If it is currently syncing please check the steps on how to make sure that your Fitbit has the correct time zone.
