@DevinHeath I recommend restarting your Surge this way:
1) press and hold both left and bottom right buttons in for 20 seconds or more until the screen starts to fade
2) release the buttons; the screen will keep fading until it is totally blank
3) wait half a minute
4) press the left button to start the Surge.
After it has booted up check to see if the green lights are flashing underneath. If not then cycle the heart rate sensor off and on like so:
1) press the left button and swipe the screen until the Settings screen is shown
2) press the bottom right button to go into the settings
3) scroll the screen up or down until Heart Rate is shown
4) press the bottom right button until it shows it is Off
5) wait 15 seconds
6) press the bottom right button again to turn it back to Auto (or On).
Do the green lights now flash? If not, contact Fitbit Support.

@DevinHeath If your Heart Rate setting is set to Auto then this is normal; the green lights only flash upon movement or when it detects something under the sensor. Setting it to On will keep the green lights flashing all the time.
Strap the Surge to your wrist and wait 20 seconds or so, then swipe the screen to the heart rate screen. Does it show your heart rate?

I agree with the above but thought it worth adding that this is a heart rate monitor not a blood pressure monitor (as mentioned in the title of the intial post) in case that causes any confusion.
