If you have it paired with a phone and the phone is in range, the PC option won't work. You have to turn off the bluetooth on your phone to make it work. Also, if you have two Fitbit devices near by, it can act a bit funny.
Looking at your phone, do you see your device listed in the bluetooth devices? You can try to delete that and re-pair (via the app).

Last thing I can think of that I don't see that you tried (but I bet you have - you seem very well informed!) - delete the app on your phone and reinstall it.

Sounds like you have a bad Surge - I recommend you contact customer service. They might have another idea or be able to offer a replacement. Good luck and keep stepping!
