When you said that your tracker is not syncing with your movement, you mean that your tracker is not syncing continually with your Fitbit app?. If this is the case, please let me know the following:
1. Do you have the All day Sync option activated?. If you don't have this option, follow the instructions here: Account > Tap the picture on your tracker and scroll all the way down to "All day Sync" and turn it On.
2. Is your Fitbit Surge paired to your account?. If is not, follow the instructions here: Set up Fitbit Surge
