So having had this problem I, and still currently have it, contacted Fitbit and as it was a replacement surge (due to a different fault) they would not replace it for me. I then went on to carry out a few methods myself.
Step one: Take off the surge and leave it in a place where it will not be disturbed
Step 2: allow that battery to FULLY drain. the watch switching off is not fully drained and there will still be a small glow to the blue LED. When the LED is full extinguished it is completely dead
Step 3: Fully charge the fitbit (i used laptop, not sure if other methods work) and the tracker should not longer have the 'blue light of drain'.
I have contacted Fitbit with these steps and im yet to work out why they havent been published. Hope this works

Unfortunately not, my problem still persists. The blue light is still on and my battery is still draining over the space of 12-18hrs.
i have managed to isolate the fault to 'something in the tracker where the strap is connected). If I apply pressure to that area the light goes off only to re appear a few minutes after. On top of this my strap has now started to split around the screws. So in relation to you question, no, I'm afraid the steps are not working for me
