No exercise credit when meeting steps goal. Why is that?

I usually achieve my steps goal and it is reflected when I sync my tracker.  But the exercise tile does not give me a bar for the day for meeting the goal.  Why is that and is there something that I'm not aware of?

The exercise tile logs specific activities and walking is logged only if a) you manually start and stop a walk activity or b) the unit automatically logs one when it registers continuous walking activity for (I think) 15 or 20 minutes.  If you take short walking steps all day and it is not continuous then it would not be logged as a walking exercise.
