I'm not sure why it does this but whenever I put my fitbit surge on a charger it continuously vibrates, and yes it's plugged in properly, and not a silent alarm. If someone is reading this I suggest to make a wireless charger to potentially stop this problem.

Try a restart. Do it at least 3 times.
