hi im trying to set up a fitbit account for my husband so he can have my old surge but it wont connect to the surge can i restore factory setting on it?

Were you able to successfully create the account? If you're having problems at the moment of setting up the tracker, do you get any specific error or what happens when you're trying to go through the setup process?
I can recommend restarting it and after that, see if this lets you through.You can easily do this by pressing the left and lower right buttons for 10-12 seconds. This will make your tracker to reboot.
