Screen bleed after condensation

My husband's surge took on condensation after humid run.  I dried the device in rice - and used all recommended reset options. The screen now bleeds with horizontal lines through the numbers.

 

Is it toast?

Probably. 

You can try restarting it: restart

 

If not, time for a new tracker. This one is old and outdated. Most new trackers are waterproof. If he needs built-in GPS, I would go with the Ionic. Otherwise, the Versa looks just like an Apple watch, but with days of battery life. If he takes the phone with him on a run he can use "connected GPS" to log his course in.
