Setting up my old Charge was easy. I have a Fitbit profile already. How do I set up my new Surge and can't I do it while already logged into Fitbit? Do I have to create another, new profile and account? Why? Doesn't Fitbit anticipate that some users will upgrade to newer devices?

You can indeed add devices to an existing account and you can choose to have your Surge and your old Charge or just the new Surge.
It should be just a case of signing on to your existing account and adding a new device. On a PC this means opening the fitbit connect main menu and selecting "set up a new device" I assume this is not working for you. Are you using an app (Android, iOS or Windows) or a PC? Are you getting any error messages?
