How can I get  the time on my Surge to be the same on my iPhone? Can I manually change the time on my Surge?

That's odd, it usually takes your phone's time after syncing. Why don't you check the steps here, to see if after doing this the time on your Fitbit changes..

I think that you need to restart your Fitbit and sync your it using these instructions:

  1. From the Fitbit app dashboard, tap the Account icon. 
  2. Tap your device tile. 
  3. Tap Sync Now.

If it is not working try the steps in this post. You can try that while it is connected if you wish.
