Surge breakdown and I had to pay for the replacement tax?

I have used a Fitbit HR and also a surge. Both have broken down. I've done replacement warranty before. The recent was on my surge which I received as a gift and used for approximately 2 months. It couldn't sync and freeze at the logo when I tried to restart.

I emailed Fitbit and they decided to send a replacement after asking me to destroy my band. However I received a notice from FedEx asking me to pay tax for my surge replacement even though the INCO term clearly states DDP. This is ridiculous. The product has quality issues and customer have to pay for the taxes incurred?? Should I know this is the case, I would not want it to be sent from the states

Is it a norm for customer to pay for tax on replacement ?? I had no such issue on my HR replacement previously

I did. Fedex said they were instructed by Fitbit and asked me to contact Fitbit directly
