This is indeed a very odd situation and as you already mentioned, you have tried to restart your Surge and reset the heart rate monitor by changing it from on to off and back on again.
At this point my best recommendation would be contacting our Support Team. Let them know about the steps you've performed so far, I'm sure they will be more than happy to assist you further with this situation.
