I'm looking to ditch my Apple watch because the watch face is not always "On". Does the Surge's watch stay on all the time?

No it does not but when you turn it to read it it senses that and turns on

Actually the Surge is the only one that has the watch face that stays on all the time.

 

So the answer to your question is yes
