Not likely since while cycling the rider isn't taking steps. Since the Surge is mounted on the arm, and the arm is on the handlebars you might get steps from the bumps the recount wheel goes over.

@Charliechuckles two ways to increase step count:
1. Don't let Surge track cycling as an exercise, and instead wear on ankle or carry in pocket.
2. Don't take Surge while cycling, and instead setup your (compatible) phone as MobileTrack and carry phone in jersey pocket or pants pocket. By doing that I get about 400-600 steps per mile, depending on cadence - something like 1.5x - 2x the average cadence in rpm multiplied by number of minutes cycling (e.g. 1.5 x 82rpm x 93 minutes = 11,439 steps). Its still a bit less than walking, but I get a better cardio workout and get to compete in the challenge.
You might need to experiment a bit to get most steps. Hope that helps.
