It will count steps when its a bumpy ride. A lot of people use DriveBit app on their phone to get rid of them.
Or you can enter a Driving record to get rid of them

Hi @Arunda! Please receive a warm welcome to the Fitbit Community! @WendyB's suggestion is a great one! And you can also use the option "Shutdown" on your Surge. You will find this option on the Fitbit tracker, in the "Settings". Later on press the Home button to turn it back on.
Let me know if you need anything else!

It also counts floors because of the elevation changes. I have been wearing a Fit Bit for more than two years, and you guys still haven't figured away to make the devices realize wear not running at 75 miles per hour up 30 flights of stairs.
Its no big deal, to keep track of when I started riding, and subtract that time as "motorcycle" in the track previous exercise option, but the thing you can't get back, is the achievements. Its petty, and a bit silly, but ya know, I would have been really proud to know that I walked the distance of the Nile, but I have actually rode a good bit of that distance.

Hi @Firstlast! It's nice to see you here, thanks for leaving your post and feedback!
I totally understand where you coming from, once you've gained an achievement, it is not possible to return it. I appreciate you've taken the time to express your experience in this matter. I can see that you're a loyal user, so I want to apologize for the inconvenience when using your Surge to bike. There is not an option to avoid your tracker gets some steps and floors while biking since it will depend on the surface and altitude too. But, I'll pass along this information.
I'll be around in case you guys need anything else!
