different amount of steps while cycling with Surge vs. Zip

I've used a Zip for several years and clip it to my bike shorts for cycling. Recently, I bought a Surge. It seemed to record far few steps than the Zip. Today, I rode 13 miles using both. The Zip recorded 3,637 steps, while the Surge recorded 1,193 steps. Any explanation would be appreciated.

Given the lack of steps taken while cycling it's any bodies guess what's actually being counted here but as the trackers are attached to different parts of the body I'd expect that to pretty much guarantee different counting behaviour.

Thanks. For interest, I'll put my Surge under by bike shorts as well as my Zip on the bottom edge. The numbers should be close.

They still will not be counting steps, but leg novement, as for miles this will change based on what gear the bike is in.
