new surge not charge and screen is locked.

Hello. i sold replaced new surge via ebay and got message from buyer:
The surge won't charge & the screen is locked so can't do anything with it??

I offer him to restart surge by holding all buttons for 15 secs. I got rspond from him: 
 I've tried you let go of buttons & you see an arrow but does not switch off completely & comes back on.

Any advices?

As the screen is locked, did the buyer linked the tracker to her / his account to be able to use?
