I have a Microsoft HealtVault account with 2 people on it. We both have fitbits. In the Healthvault we both have our individual apps for the fitbit. The problem is both fitbits show up under 1 person. How do I fix this?

I believe that you need to create seperate Healthvault accounts and connect each to your own Fitbit account. I don't think Microsoft anticipated this when they set up Healthvault.

You can have multiple accounts. My kids, wife and I are all under one log-in, but under the login there are different accounts. I don't want to have to transfer all my personal info to a total different account.

Yes, I know you can have multiple sub accounts in Healthvault under one account, but there is no provision for connecting your Fitbit account to just one of them. Fitbit sees the whole thing as a single account. Most trackers see it the same way because people usually have seperate accounts. While Microsoft made it easy for you to use, they did not make it easy for other apps to connect to it.
