Fitbit and Vitality for employee incentive points - Heart Rate Data

Does anyone know why Vitality is not able to record Fitbit Heart rate data recorded on my device? Does fitbit not share this data? My device does a great job recording steps when I run, but when I do HIIT workouts I do not get correct employee incentive points from Vitality because they can't receive the heart rate data and steps don't add up.  Did not get very far asking this question on the Vitality side.
