I am trying to sync my Fitbit with a weight and exercise app, but when I look for the code that allows me to pair the two devices Fitbit starts over asking me to log in. It's a vicious cycle that won't end. How do I sync my Fitbit with my Weight Watchers app?

Hello @TjTucker and welcome to the Community.  Please take a look at this Help article.  It has a section for linking your Weight Watchers account to your Fitbit account.
