Online it says I can sync with runkeeper to get HR during my run. I have done what the online instructions say to do inside the runkeeper ap to allow access. However, I am not getting HR info into my runkeeper ap. Any suggestions?

I'd like to help with this integration concern you have.
When it comes to HR tracking, it will only work within the Fitbit environment and HR data will not sync to any other app at the moment. If you can see on the Runkeeper support page, at the bottom, where it says "Important things to note", it states the following:
"At this time, Fitbit devices cannot be used as heart rate monitors when tracking directly with Runkeeper. Fitbit's hardware is designed to pair only with their software, so those devices are not compatible with our app at this time."

I've just purchased a Charge 3 with the hope of pairing the heart rate monitoring with Runkeeper. Is this possible and how?
I've managed to sync my runkeeper and fitbit accounts

I'd recommend checking the post above which includes an answer to your inquiry. It states the following:

Thanks I returned my Fitbit because this was the key feature I needed. Lucky the reseller took it back no problem. Perhaps there needs to be a feature compatible list for each of the popular apps. Shame I really liked the device in the very short time I had it.

Definitely a loss for Fitbit lacking this key feature. I think it’s also stubbornness, but they push customers away in this way.
You should really reevaluate this feature to connect HR and sync it with other apps. Otherwise you’ll going to loose more customers on this feature. I will look for other devices now and I will also recommend my network via Social Media not to buy Fitbit as this is still the case.
