Error when adding Suica: "The system is busy"

I can't add Suica to my Versa 4, after filling in my name and phone number, and choosing an amount for the initial charge, I get this error during the "Dowloading Card..." step:

 

Error

The system is busy, please try again later.

 

 

I've tried every day for a week so the message is clearly wrong.

I have already contacted support a few days ago, they said they escalated and that I will get an email later. I haven't heard back since.

Update: Support has replied confirming it's a bug, and said to try again with the new app version 3.71

Update 2022/11/25: I have 3.71 now but it still doesn't work. I don't have the new firmware update yet (the one for Google Wallet) so maybe that will fix it

Update 2022/11/30: I installed the new firmware update, still get the same error message. Waiting for another answer from the support.

I've finally figured it out.

You need to use a Japanese bank card when creating or adding funds to Suica. I get the error only when using French bank cards on Google Pay.

 

I used a virtual LINE Pay card since I don't have a physical Japanese card.

I also still have the issue, the new app version 3.71 is out but I haven't gotten the new firmware update yet (the one that adds Google Wallet and Google Maps). I'm hoping the firmware update will fix it.

For US users: an American Express card also works. There is currently a known issue with Suica failing to charge from non-Japanese VISA cards. This affects people who use Suica on Apple Pay as well. I tried Mastercard with Fitbit and it didn't work either, but I don't have that many to test with (almost all of my cards are VISA). Amex worked immediately.
