I don't have access to a phone right now and I need to connect my fitbit and my hp laptop I don't know how to get it to work.

As @alexthecat has mentioned, the Fitbit app for computers has been discontinued and it's now required to have a compatible mobile device to set up and sync your Fitbit device. For more details about the compatibility requirements, click here.
