Hello,
I’m having trouble resetting and unlocking my Fitbit Versa 4. The watch shows the message “Unlock with your phone,” but even with my phone nearby and the Fitbit app open, I’m unable to unlock it.
I tried performing a factory reset, but I get the message “Data not cleared. Sync & try again,” which prevents the reset from completing.
I’ve already removed the device from the app, unpaired it from Bluetooth, and restarted both the watch and the phone, but nothing worked.
I need help to restore the device or remove the lock.

Since your Fitbit device was unpaired from your mobile phone, the only way to get rid of the message you're now receiving is in fact by performing a factory reset. However, since you mentioned you already tried this, I'd like to confirm that you did it the right way. Important: Take into consideration that a factory reset deletes any stored data, which includes all data that hasn't synced to your Fitbit account, your applications, alarms, etc.
With that being said, I'd like you to please confirm if you performed it as described below:
