What is causing my Fitbit versa 4 to keep restarting all day long ? This is very frustrating this is the 2nd one I have received this week and they both keep restarting.

Sad to hear that your Versa 4 isn't working as expected.
As a first approach to hopefully get things fixed, I'd suggest restarting your device by holding it's button pressed for around 10 seconds until you'll see the Fitbit logo on it's display. If will keep restarting by itself, please check if you have the time to change it's clock face between those restarts to possibly stop this misbehavior.
Finally, if none of these works, I'd suggest letting the battery of your device run down to the point where it will shut off. Then please give it a full charge, which may take considerably longer as the battery is deep discharged at his point.
