Fitbit OS till now doesn't normally allow multi tasking.
You can either run an App or a Clock, but not both at the same time.
There are some System functions, such as Music Controls, Google Assistant, Quick Settings etc. which can run at any time without closing either the app or clock in use.
On a Versa 4, the Exercise app and Today app, and may be others, now seem to be able to run at the same time as a clock face.
What this means is that they are new System apps, or there has been a change in operating system which may contain elements of Wear OS or be Wear OS?

@Guy_ is there a new FW update? I see no way to multitask on Sense 2. If I try to open Settings from the Exercise app (through the shortcuts menu) it closes Exercise.

@t.parker- you can't do that, but the reverse is possible; leave the clock face running and start an exercise.
It seems the Exercise has exclusive use of the watch, you can't even change watch settings, such as brightness with pull down or check notifications, once you are in an Exercise.
Even the basic Versa original allowed navigation during an Exercise to check notifications at least.
