Versa 4 will not update fully after factory reset and unpairing

I have factory reset the fit bit 

updated the iOS app from store

unpaired Fitbit 

turned off phone for 1-2 min 

repaired Fitbit

still will not allow me to scroll on my versa 4 

help me pls

I followed the steps outlined and still have watch not able to scroll up or down. It will sync with my app but cannot access setting an alarm or timer due to scroll not working still.
