All day sync not working

Busy making some nice application on my laptop. When I move to little (less then 250 steps for current hour or longer then 20 minutes of no activity) a light will turn red (otherwise it will be green). It works. Yeah!

But...the "all day sync" is a bit annoying...

When I move my fitbit syncs with the app on my iPhone. 

But my iPhone does not sync with the cloud. Sometimes it does (the all day sync) but more often it does nothing.

And my app retrieves data from the cloud. An of course I would like to have the most recent data.

I have seen many posts about this but not clear what the solution is. Is it still a bug?

details: fitbit charge 2, iPhone 6, app is allowed to run in background, all day sync option is on.

Only if the app is the "visible" app the app is indeed sync with the cloud. 

When in background it is not syncing, although the use in background option for app is on.

Somebody from Fitbit knows why?
