I'm a developer and I'm wondering if it's posible with the fitbit API to send any kind of message or notification to the fitbit charge screen, like the call notifications, anyone know?

This is not currently possible and we don't currently have plans on supporting it.

Has this stance changed since 2015? Will it ever change? My Charge 2 would be MAGNITUDES more useful if I could send custom notifications to it, but I feel like Fitbit is leading everyone on with this fuzzy language and it will never happen.

+1, i would also like to know, and I agree that the charge can be seriously extended by allowing us to do it
