For the app application, do I have to have something started already or can I get my API key then start development?

Fitbit Developers oversee the SDK and API forums. We're here to answer questions about Fitbit developer tools, assist with projects, and make sure your voice is heard by the development team.
You can do either. Most people get their API key as a first step.
