Zip died after 15 months. If I buy a replacement, will it sync to the former dashboard and recover my lost 4 million=plus steps?

First, the steps and stats are tied to your account, not your tracker. So yes, you can buy a new one, pair it to your existing account and continue where you left off.
Second, after a number of battery replacements (especially if you should happen to use the thicker 2032 instead of the 2025), the connection to your battery may become loose. I recommend cleaning each one and then gently pulling in this direction:
I've been able to get a number of Zips back in working order this way.

you do not buy a new one, just buy a new battery , I have mine for about 10 years , never leave my house with our it .so get yourself a new battery ..they are the best .

They mention having had it for 15 months, I assumed that they had replaced the battery at least once, so this would've been another issue.
