2nd brand new blaze won't setup

I brought my blaze today and took the first one back because it wouldn't sync or charge and I just exchanged it and it's doing the same thing. Can anyone help? It doesn't charge and my iPhone 6 can't pair with it either

Unless you are able to connect to the Fitbit app, there will be no indication of it charging.

Once connected the app will tell you if it needs to be charged. In any case 1 hour is plenty of time.

Im not an apple fan but lets look at the Help docs, click on help below than type in setup.
