I have a Fitbit and want to buy a family member one, but I’m told only one
watch will sync with app. True?

Each user needs their own separate Fitbit account with different email address. It is by far easier if each user has their own phone or other sync device. If not, it is possible to have 2 users on same phone, but that requires constantly logging out of one Fitbit account, then logging into the other, plus complications about which tracker gets notifications.

Exactly the correct answer! In this case my wife and I shared the same email address on separate iPads. All that was needed was to add a second email address to her iPad to be used with her Fitbit tracker, download the Fitbit app to her iPad and sync the app with her tracker. Turned out to be a simple solution to a problem faced by many Fitbit users. Thanks.
