I have a charge 3, latest version of iOS 12.3.1, there are no updates to fitibit app. I have restarted the phone, the app, logged out and logged in, logged out - restarted - logged in, restarted the Charge 3 and still not syncing that data.
Yesterday - my Charge shows 9/9 hours of activity, but app shows just 2 hours. The sleep log happens from time to time, but usually upon manual entry it will show sleep zones, which is not happening.

I found a solution which was Rebooting the device - it will not go retro active and pickup yesterday, but I did a reset via Fitbit Charge 3 swipe to the side ==> Settings ==> About ==> Reboot Device
