I am thinking about getting my boyfriend the Fitbit blaze watch. In order to get his notifications from his Iphone, does it have to be connected to a phone plan? How does that work?

No, no need for the fitbit to be on a phone plan. All that happens is when the iphone generates a notification it is passed onto the fitbit via bluetooth. There's a good guide from fitbit on how this works at https://help.fitbit.com/articles/en_US/Help_article/1979/
