I am trying to set up my fitbit. As instructed from www.fitbit.com/setup, I have downloaded the fitbit app to my iphone and the app seems to be functioning. The message on my fitbit however continues to say "www.fitbit.com/setup".
When I turn my bluetooth on, my phone doesn't recognize the fitbit device.
Any suggestions?

Can you clarify what you mean by the app "seems to be functioning"? Did you go through the process of setting up your account and then adding your fitbit as described here: https://help.fitbit.com/articles/en_US/Help_article/1873/
The message on the fitbit will not go away until the setup completes ok. If it has completed ok then I would try restarting your fitbit using this procedure: https://help.fitbit.com/articles/en_US/Help_article/1186/ and then, if necessary, adding the fitbit as a new device and going through the setup again.
