There have been 3 days now where I hit my goal for 250+ steps per hour and the app does not light it up as being done.
i have it set for 14 hours a day (8-9), use an iPhone XR, and have logged out of the app, reset the Fitbit a few times, and restarted my phone.

Thanks for the steps that you've tried prior posting, and let's work on this together. Just to confirm, does the same happens in your fitbit.com dashboard? If you've not done so, please make sure the Fitbit app is updated to the latest version and reboot your phone one more time to refresh it. Then open the Fitbit app and sync your Fitbit device so all your information, including the hourly activity, can update.
If the same keeps happening, please take a screenshot of what is displayed on the Fitbit app and your Fitbit device for further investigation. You can check this post for instructions to attach a screenshot in your reply.

These 3 pics were taken a few minutes apart. I have multiple lines across my screen (across the time here), and my steps per hour being met doesn’t always show correctly (watch says met all 14 and app doesn’t pick up one or more hours. This happens a few days a week

Thanks for keeping me posted about this situation as well for the pictures provided. About the hourly activity, let me share that our team has received reports from our team about this tile not matching between the Fitbit app and the Fitbit. They're working on this situation to bring a solution, and while there aren't more details when it'll be let me suggest to keep the Fitbit app up-to-date.
Now, in regards to your Charge 2's screen have you tried the restart process to see if the lines disappear? Please confirm this with me so I can continue working with you.
