How can I walk 4.77 miles continuously on a treadmill and yet have 0 "Active Minutes"

The title says it all, I think.  How can I step constantly for over three hours and not catalog any "Active Minutes".  That seems, well, impossible.

The term "active minutes" is a bit confusing as you only get them awarded when you are very active. Fitbit says:

"Your Fitbit tracker recognizes and awards active minutes when the activity you're doing is more strenuous than regular walking, which includes everything from a brisk walk to a cardio workout or run."

So, could it be that your walking pace was just not high enough to get active minutes?

Another possible reason is that if you were holding the treadmill rails then it may not have detected all your steps which, in turn, would have made it think you were less active than you were and so not give the active minutes.
