How do I rearrange tiles on the new TODAY screen on the app?

On my iPhone screen, I can't get the tiles to unlock so I can rearrange them. The pencil opens a new screen that is not helpful. Thanks!

@BGM22   First, I moved your post to the iOS app forum, a better fit for your questions.  Second, when you tap on that pencil, you should see a screen that looks like this:

It won't look like mine, because of how I customized my screen.

• You can swipe left/right in the Set your focus section to choose among focus groups.  If I remember correctly, the default choice is Set more active.
• All the metrics are lower on the screen.  You can toggle each one individually.  For example, I don't have steps google on in the lower section, because I have it in my top section.
• When you look at the metrics, you will see that they are organized into groups.  You can move whole groups by using the up/down arrow (look to the right where my screenshot says Today).
• You can't move items within a group.  My Activity section has Readiness score at the top, followed by Exercise.  You can't change that order.
